Need help: PHP

My friend and I are thinking about creating a site similar to Kitten War but we can't find any software to use and we don't have the proficiency to write it.

All the commercial apps I have found are designed for rating women/men on a 1-10 scale and we just want a photo comparison style of rating.

We have no idea yet what to have the site focus on as all the good stuff has either been done or would be porn.

    Well, we've settled on what sort of "war" angle we are going for and it's not battling kittens. Needless to say, all the good "fight" domains are taken. Mostly by domain squatters... ggrrr....
