Question to lawyers: If the US interprets this law like that, wouldn't that mean that they are implying that US law overrides the law of every other country in the world? Because by British, German, or whoever's law, it is illegal for US authorities to go around kidnapping people. That would make this interpretation of that particular law a statement of world domination.

Hmmm, lets make a deal, kidnap a person, and let that person then also sue you in return for kidnapping.
