Really, you're gonna have to do a lot better than giving me a [damn near] 6 year old article before I believe that you'll for sure get a virus if you download a few gigs of music from torrents.
There is a broad spectrum of "non-work related stuff" in which one can engage without ever using bittorrent or playing video games at work. What's done is done, and I don't see any benefit to rubbing your nose in it. With that said, you need to find other things to keep you occupied in your downtime at work.
If it was me in your situation, I would ignore the quarantine notice for now and try to get accustomed to some new, work-acceptable hobbies, of which there are many. If you're still bored out of your mind after a month, check to see if you're still quarantined and go to your network admin hat-in-hand. Maybe during that month of respite, you could befriend the network admin, and you could get the situation fixed without duplicity.
I would not try to work around the quarantine. Your employer obviously cares about bandwidth usage, and it may not appreciate attempts to circumvent its protective measures.
If you download something that can run on a computer, there is always a possibility for a virus to become embedded. Ever hear aboutstack smashing?I haven't heard of that in general. But I know you can get viruses from other files.

Eh yeah, in the case of fansubs, it's highly unlikely that you'll get a virus if you download torrents made by the fansubbers themselves. While they might be perfectly capable to implement viruses in their releases what would that do for them? Their goal is to provide people with English translations of unlicensed anime. The same goes for manga. As for comics, that's done because the distribution model sucks.
You could perhaps say the same for music, however, there's a lot more anti-piracy action on that front, swarms gets poisoned and fake torrents get upload en masse. It's more likely that the RIAA is stuffing keyloggers and other viruses in those fake torrents to gather more information about pirates... Just so you know.

While I know that yeah, I've played around on the work and school computers during downtime, I never get caught. Tis easy: Don't download shit. There's YouTube for music, addictinggames.com and more for games, and articles everywhere to read.
Yeah, for music there's a ton of places. Most kids at school go for purevolume (only useful if you're into rock) and youtube. I've also dabbled with the newgrounds audio portal. That's good for techno and some other genres of music....

This is only a problem if you download from shady sites. I personally refuse to use the Piratebay for just that reason. Demonoid is my favorite because of the comment system and that people who upload viruses are usually banned and their torrent deleted. In all the 3+ years I've been downloading stuff I've only run into problems due to my own stupidity about cracks, not from the torrent, or it's contents.
Eh, he didn't say anything about being the only person who can install anything. Others can probably install all sorts of things too, but since they use said computer less that's less likely.
Your school's netadmin is not a stupid person. If he has the intelligence to implement a system that will quarantine your system, s/he also has the intelligence to find out why the system quarantined you. More importantly, s/he's also smart enough to cover their own ass when the bill from the ISP comes (remember, a lot of schools have pay-as-you-use fiber lines) and give you up to your boss.
If you want to install a virus, go for it. Maybe Thaed or another lawyer in the forum will be able to help you out when they sue for the damage you intentionally inflicted on their network.

I only play games at school that I either download from the maker's site, like I Wanna Be The Guy, or I torrent a game from home and bring it to school on a flash drive. I know I was a little rough, but you have to think it through a bit...
