Modern day privateers

With the rise of electronic warfare between nations, many governments are looking to establish new areas in cyberspace to establish a presence for these new forms of engagement. The problem is that most of the skill and talent in the field either cannot or does not want to enlist in the military, even if they wish to help in these areas. Not to mention that many of them are just simply too old to enlist. Do you think that the United States government should look to the private sector to hire electronic warfare specialists? The United States Congress has the ability to issue Letters of Marque to private citizens which would allow them to operate without reprisal as "pirates." Do such laws have any meaning in today's electronic centric world and would they be useful for the government to issue?

    And in other news, a full scale nuclear exchange was prevented at the last minute when American officials realized their website problems were the result of new bandwidth limits and not, as they had previously though, a complex cyber hacker assault.
