    Isn't WoW already exclusively achievements? I mean, that's what experience points and quests are, right? A measure of your achievements?

    Nah. It varies. You can do all quests if you feel so inclined, or you can go and play in the dungeons (instances) and rack up experience. All level 70 means is that you have been playing the game for longer than many level 1 characters.
