Rym would be the Pres while Scott would be his VP having to deal with the senate. It be the best for the nation to have Scott yelling at the Senate when it is not doing its job. Rym is more out going and would be worth having as our chief diplomat.
Rym would be a terrible president, since he'd do his best to use the position to disenfranchise those not interested in re-electing him (as obviously only smart people should be voting, and anybody who wouldn't want Rym as president is clearly not a smart person) and to otherwise cement his personal influence. Scott would be better, as he has no interests in gaining political influence, except that he'd probably leave all the decisions to his cabinet, who would promptly take advantage of the opportunity to use Scott as a figurehead for their own political ambitions.
