Well, Yes and no to this point - The occasional CP peddler does pop up, but they are very, very rapidly smacked down, permabanned, and are lucky to not have 3/4 of 4chan coming down on them like a ton of anonymous bricks. Most people into that sorta stuff have learned to stay right the fuck away from 4chan.

/b/ != all of 4chan. /b/ is a pit of evil, but most of the other boards are fairly good. /po/ is one of the few places to reliably get Papercraft patterns. /g/ has some fairly good discussions of technology. /f/ has things that aren't porn sometimes. /v/ keeps the 14 year old teabaggers off of Something Awful, etc.
It seems there's only a /b/ block, from what people are saying. I only mildly disagree with it, because regardless of any free speech and whatnot argument, AT&T were completely within their rights to do this. Don't like it? Connect through someone else. It sets a bad precedent, but it's one that has existed since the dawn of the Internet, but just hasn't been at the forefront of people's minds. Besides, ISPs selectively deny access to a whole host of IP addresses/websites/etc . What makes those any different than /b/?
Finally, you can get around it by connecting through a different DNS server or through a proxy server. If you're at all semi-tech-savvy, it's trivial to get past the ISP blocks.
So, what's worse about /b/ that made AT&T; block it instead of any other site with horrible porn on it? The new claim is that 4chan is blocked because of DDoS attacks going to it through AT&T;'s servers. The two boards that are blocked are on the same server (img.4chan.org), so it may be true.
AT&T; were completely within their rights to do this.
Actually, if they're are a class 2 ISP like most ISPs in the country, this would be illegal. Class 2 ISPs in a nutshell have no responsibility nor right to police content. They can police bandwidth usage, which backs up the the DDoS story.

The average /b/tard is just a 17-25 year old guy with a nasty sense of humor. As far as I can tell, /b/ is the place where all of these people congregate and exercise that sense of humor where it is appreciated. There's nothing really evil about them, they just tend to be really annoying and gross.

That's an apt description as any - a Place that has evolved into the place where you can let the beast out where it not only won't cause too much harm to you, but also where it's not decried, frowned upon or said to be wrong, but encouraged, acceptable, and accepted. Not a place where you have to be what society wants to you to - quiet, civil, and good to your fellow man - nor somewhere to go when you're an utter misanthrope, and you have no ability to be what society wants you to be, but a place where you can just be.

I also find myself fascinated by /b/. The few times I could bare going in there mainly just poked at the community to see how it would react to different posts, which is how I came to the conclusion that they are mostly harmless.

This is true. There's been a few times when I've been surfing/lurking/trollan on /b/ when someone has started a legit CP thread. All the responses after people figure out that it's real CP and not just some 18 year old who looks young as fuck are typically very against the CP. Most people are like "FUCKING GROSS, BAN THIS COCKSUCKER!!". The guy gets banned 99.9% of the time, and all the pictures are removed and the thread is usually deleted after that.
