Yes. Again, I'm not talking about leadership being the primary issue. It's an issue, yes, but not the only one. Remember Rym's story about the very unprofessional panel at (I believe) Otakon? They commented on it and the fans themselves wanted the panel to be that amateurish.
Look at the Cosplay Night Court panel from CTcon. It was ridiculously popular and painfully immature. That's the kind of shit that Otakon attendees want, and that colors the entire Otakon experience.

A con doesn't have to be PAX-like in order to be good. Look at Katsu-con's video game staff. Yeah, Katsu-con imploded due to other drama, but the video game room was handled quite well. The common thread between PAX and VGKatsu is that both expected a higher degree of conduct from their attendees.
