That's a quaint notion that belies a misunderstanding of thoroughly-entrenched UK social mores. They're not universal, but this is a country where even among my uni mates, things smacking of classism are still whispered. Just be obsequiously polite and it'll usually override any flak you might catch for being American. It tends to boil down to the fact that the way 99% of Americans expect things to work is not how they work here, and most visitors don't know how to cope with that.

I still think it is a shitty part of the culture, prejudging people based on their background. Japan has plenty of cultural elements I don't agree with, so does America, I just generally balance my own morals with those of the culture I inhabit. I will deal with stuff that is different, and I adapt very well to different communication styles, but if someone treats me or others in a bigoted way, I will voice my dissent politely and move on. I am not going to give a racist cultural element as pass, just because it is the "culture."

There's a reason. While not every Dutch person is great at English, the alternative is less appealing for all parties involved. This goes for mostly any Western European language...

I'm not saying give it a pass, but just deal with it the same way you presumably deal with the fact that the politically-legitimate faction of cryptoracists and regressives in the US have Fox News as a media organ and huge portions of the population tune in to watch it. Really, the UK's xenophobia is no more a problem or overstated than the present plague of Islamophobia in the United States (at least in my experience). Just ignore its general presence, and don't be afraid to contend if it's immediately there.
