Viruses that effect cognition? That's some scary shit right there.
It's not the first, HIV in developing brains is impaired and can lead to encephalitis (inflammation of the brain - bad because it is inside a skull that won't change its shape with stressed cells). Young people with encephalitis could cause some cognitive challenge but it is never a sure thing.
I had bacterial meningitis when I was 2 years old, it left me with a scar on my left frontal lobe which lead to epilepsy when I hit physical maturity.
The virus in question is - Acanthocystis turfacea chlorella virus 1 It has been known to exist since 2005. But had not been linked to having an effect on anything but algae.
The article in question. Has basically only shown that this virus has an effect on the developing brain (like every infectious disease that affects the developing brain - of mice).
Other than that, it has been recognised on the mucosa (not meaning that it has infected these people) of 43.5% of 92 test subjects (can't see the breakdown and why such a low number was used because details are behind the pay-wall). More people have a type of herpes in their mouth. Reaction tests showed 'modest', 'statistically relevant' decrease in performance of visual processing and visual motor speed (can't determine if the study checked whether these people already had poor visual processing and motor speed already or were not use to it).
Is cognition = visual processing and motor speed (inappropriate wording in my opinion) ?
The majority of their work is based on introducing the virus to mice.
Nothing new to get scared of, will likely have a number of peer reviewed studies done to disprove or prove actual effects in the coming months.

EDIT: This bill was introduced in January and hasn't been voted on, so I presume that it's basically dead or will die in the health committee.
