That's a false dichotomy; the correct answer is that some but not all of war is terrorism. There are grey areas, but not being able to easily classify something as black or white doesn't mean that everything is the same colour.
Your definition of terrorism is too broad. Terrorism is a specific tactic used to disrupt civilian life through fear of harm such that it effects political and economic stability. More often than not, it does not actual cause many casualties. I would also label most terrorist attacks as those perpetrated by NGOs during time of peace.
