Yeah, here's the trick - that's not how classification works, young padawan. If it was classified even as simply restricted, the lowest level, then that defeats the point of having an agency-wide memo as you're excluding a lot of people within the agency from reading it - this might surprise you, but not everybody within the agency has even restricted clearance, nor does everything within the agency warrant classification. Unclassified doesn't mean released for public eyes, it just means you don't need official security clearance.

Pretty much this. I get to deal with this kind of thing at my job on a daily basis. If we didn't have that 'unclassified, but still sensitive info' then nothing would get done.
