Wiki says that it was mostly developed by Rockstar North which is in Edinburgh although there are like 6 other Rockstar studios that are listed as additional work, half of which are in the US. Although I'm not sure how much those other studios put in.

Rockstar North(the original studio, in fact, who started as DMC and made the original GTA) was the lead studio, IIRC, with Rockstar Leeds for backup and a lot of work on the multiplayer(woo Leeds - I gave a talk there once) with other studios contributing by specialty. They were the primary two, and Leeds is also doing the majority of the heavy lifting on the PC port. A lot of the finer animation and actor work was done by Rockstar San Diego, again IIRC.
I've done this a couple months in a row now and I'm digging the service. As someone who likes to try drinks it seems kinda hard to try out wines. A bar can have tons of beers available on tap and you can select them. Most restaurants, but not all, have a small selection of wines so I find it difficult to find ones I like without wasting money not knowing what I'm doing. They give you recommendations based on what it sounds like you will like which is what I assume a sommelier would do.

I like Seal Team Six. Founded as the first SEAL team, and named Team six to confuse the Russians into thinking that the US had five more.
