Can you do a "Verify Integrity of Game Cache" on those games? (right click->properties->local files)
Nope, it doesn't give me the option. It just claims "Disk usage: None", until I hit install, at which point it goes "Scanning for Existing files", decides that all the files are there, and doesn't install anything more.
Hmm. Might be indicative of a bigger issue? You could try running a chkdsk or a hard drive test. Of course, it could be something smaller, like a corrupted (or otherwise fucked) Steam configuration file of some sort. You'd probably have better luck with Steam support than with FRCF if that's the issue.

Way ahead of you, second thing I did, no problems detected. It's also not a permissions issue, checked that first, all is fine and correct.
It's not really a problem - it's caused zero inconvenience - it's just weird of a thing for steam to be doing. It doesn't make sense. I'll contact steam support - I mostly posted here first, to see if anyone knew anything at all, just in case it's some new feature I'd not heard about, or something.
Isn't DST already getting phased out slowly or am I mistaken?

I really wish my job did not base time on arbitrary starting hours and instead just respected the fact that I can do it at any time and that would naturally shift as there are more or less hours of light in the day. I realize this is a bit selfish and doesn't apply to a lot of other jobs outside of my own.

Nah, most Americans I've encountered tend to pronounce it that way at first. Very few will continue to do so, though, either by picking it up from the way I say it, or from correction by someone else, similar to people saying things like "Bris-bane" or "Mel-born." It's just a little pronunciation quirk.
Also consider - the majority of times you've heard it pronounced, it was probably me saying it.

Today is day 3. This morning started with a coughing fit and phlegm. I don't think it's getting better, but it's not as severe due to me drinking lots of fluids, drinking tea, getting rest, and all that jazz.
New 12 year old student today has the worst verbal diarrhea I've seen in years. He spent the entire period throwing around verbal challenges and negativity and name calling and is imminently going to have the living shit beaten out of him by someone if he doesn't learn to keep his mouth shut. It doesn't help that he has the mental capacity of a goldfish.
My grandmother passed away yesterday due to an unexpected stroke. I got a call from my mom on Wednesday saying that she was preparing to die due to getting a large tumor on her liver that couldn't really be operated on. (She would likely not even survive the operation) So we all meditated on the concept of her dying, but none of us expected it to happen so soon. And this is also one of my busiest school weekends...which was one of my biggest fears.
I am happy she didn't suffer compared to my other grandparents, who dealt with YEARS of pain from strokes/Alzheimer's/broken bones.
