Last semester at community college, I took a basic filmmaking class that taught me the bread and butter of filmmaking. Unfortunately it wasn't one that dealt with actual film equipment, it was all done on DV cams.
I had to make 5 films in order to pass the class and each one was radically different than the last.

Its kinda shitty but I made this in high school when I was bored one weekend. I would have posted this earlier but before youtube had blocked the sound which made it kind of pointless.
Wait, I just realized something - Is that Tory Belleci in that clip from Harold and Kumar? I'd swear up and down it was.
Oh, and as for Scott and the Penguin, they do show up again in the comic, in a drawn out storyline where the Penguin has super mind-control powers because of evil medical experiments that somehow involved Microsoft, and so he took over Scott and wants to impose Linux upon the world by destroying every windows machine just like all linux users, or some godawful contrived thing, then the penguin and Scott are shoved to their exit, stage left, presumably because Buckley got sick of banning people from his forums for asking about them, so he wanted to shuffle them out in the easiest manner.
Oh yeah, I'm pretty sure that mentioning Analog and D-pad on the CAD forums will result in an instant perma-ban, too. Buckley has a thing about trying to sweep his massive failures under the rug.
It's moronic. "Highlights" include: Buckley failing to write badass dialog, Ethan losing a fight to a fifteen pound fucking penguin, a penguin deciding to take revenge on Microsoft because he's a genius penguin who happened to see a windows logo on a screen, and can't figure out that it might just be coincidence considering not more than three pages before, he noted that most of the world's computers were running windows(So, basically, Buckley can't write a story competently, and to actually give the character a motive to reveal, he has to hand the character the idiot ball right after he gets through telling us what a genius that character is), Scott calls Ethan's life Normal and unremarkable(Yeah, it's not like he's started an internationally celebrated holiday that gets national news coverage and has millions of fans all over the world - unlike Buckley's CAD conventions, which are sort of like PAX, if you take away the good parts and the success), and of course, we discover that Lilah, despite knowing these idiots for years and interacting with them on a daily basis, despite being married to the protagonist and living in the same house, we find out she has no idea Scott even exists, for about one panel, and it's never mentioned again. And that's just the highlights, the stuff that's bad enough to warrant a mention. The rest is just constant, low-grade stupid.
Oh, and pretty much every comic following that is pretty terrible, too, just an assortment of old gags, gags everyone else did first, old gags, arrow to the knee gags after everyone was sick of them, Oh-hey-look-I'm-playing-skyrim-lol gags, and so on. Literally the only thing worth the time to look at is the filler art he puts out, which the majority of the time, is actually really, really good. Seriously. Tim Buckley is quite a good artist. Buuuut he also writes/draws CAD, so I guess everybody has their good points and abhorrent points.
I am in the process of making a 2 hour long video. It's all recorded and I'm doing the editing after the weekend. I pretty much just do a (non-)dramatic reading from a book.
I've only uploaded one video before so I'm guessing I'll need to split it up into 12 or so parts...
Churba there was one positive thing on that CAD storyline, Buckley finally learned that webcomic page can have more than four panels. And even realizing that took him like half of the storyline paced badly.
So I want to rise to the challenge of making stupid "When I'm ____" videos and learn some video editing and I haven't done anything of the sort in ~10 years. What are people using now?
Live Movie Maker feels like trying to use a Tonka truck to dig a building foundation and WMM 2.6 crashes every time I do anything.
What's my next step? Flash? Is Premier still a thing?

Yeah, you want to use Premiere or Final Cut, but you will probably need After Effects for that style of video.
Unless you're a professional editor who has more than likely had experience with many different NLE systems, it is kinda pointless to ask which one you should use. I say this because if you personally ask someone who works with video, they'll tell you to use X or Y, because that is what they learned their shit on and/or it is what they are comfortable using.
Its very rare, that they take your personal needs or comforts into account when they suggest things. If you want my advice, research many kinds of NLEs, compare/contrast each one, and see which one fits your needs the most.
I just finished uploading the final part of this series in which I read out the free Burning Wheel PDF content that's out there.
I was thinking about a more informal explanation of stuff or maybe a review but I figured this way would be straight from the source. It gets better as I go on.
