I was really interested in that game and then it was a PS Plus game on PS3 either this year or last year. The premise and the world are really cool. Then it got to the game part and I played about half an hour before I decided it wasn't for me. I remember the platforming and fighting being SUPER jenky.
Elite Dangerous is 15 bucks right now. If you're into space sims or flying about at all, ala freespace, privateer and the like, I strongly recommend it.
Edit - And no, you don't need a crazy HOTAS setup, it's very playable with a pad. I've got about 150 hours on at the moment, and maybe 60-80 of them were with a 360 controller. Even the Devs use Xbox controllers most of the time when they're demoing stuff on livestreams.
Horizons did just come out, and includes the base game. If you want to dip your toe in Elite because you're not sure how you'd like it, core Elite is 15 bucks.
If you're reasonably sure you'll like it, or won't miss the extra cash, buy Horizons instead to get the totality of it as of right now, plus whatever other expansion content comes out this year, or wait and pick it up for cheap when Season 3 of content comes out.
Base Elite still interacts with Horizons(and horizons players), and you share some improvements(like the updated mission system, new ships, etc) you just can't take part in some of the bigger content like planetary landings.
OH! I forgot to mention the other day - while the VR specs are a bit on the high side, the regular minspec is pretty easy to meet, and frankly, this game would run on a russet potato, slathered in butter with a half a Pentium II stuck in sideways. I don't have the most impressive machine in the world - a pretty solid mid-range PC - and it'll run on ultra no worries. I haven't checked framerates for ages, but last I looked (Around update 1.3, on the old 32bit EXE) I was pushing over sixty frames on high. Cobra Engine is crazy good, as game engines go.
Is there an option to upgrade to Horizons should I pay the $15 for basic and dig it? Steam makes it seem as if that's not really a thing.

The thing with ED is that they give you this little blue pill No hold on wrong one, the thing with Elite dangerous is that they give you your steam key, and you make a Frontier account to go with it. Your key gets associated with your account.
Your Frontier account is where you have your keys, add-ons(cosmetic paints, bobbleheads etc), and you can buy expansions before they're on steam.
So, if you have a copy of Elite associated with your Frontier account(which you must, in order to play), you get a loyalty discount which gives you a $15 discount on horizons when you buy it. You get the same discount purchasing through Steam if you already own ED(IIRC, might be wrong) but you get your steam key directly, instead of having frontier provide it to you.
However - It's not a permanent discount. I don't know the exact end date, but I'd say that you have a few months to take advantage. I'll be sure to mention it if I see the news of it ending soon.

Archives Vol 4. had a lot of overlap with Vol 2, and included X-Wing and demos of X-Wing vs. TIE Fighter, Dark Forces II, and Yoda Stories.
