To be fair about the quality of DS9, it was probably the single best written and most comprehensively fleshed out of any Star Trek series. The politics, factions, players, personalities, were all pretty well developed.
Personally I think I liked Voyager better mostly based on aesthetics like the looks of the sets, costumes, unusual plots...
