I'm convinced that almost everyone everywhere claims that as a local adage. It was repeated all the time in Southeast Michigan, Northern Michigan, Rochester, and even Beacon. ;^)

Agreed. We don't really say it in middle-California (i.e. the San Francisco Bay Area), because our weather is calm and predictable. Like it should be. East Coast weather (especially in New England / New York) changes at the drop of a hat.
Florida during the summer can be the same way. See that cloud in the distance? In 20 minutes that's gonna be a thunderstorm right here. In 45 minutes, you won't even be able to tell it happened.

That does not apply in much of Arizona, especially not in Phoenix, where I believe a 90% chance of rain means we might get some rain somewhere in the state but not where I'm at. Other than that it's bright and sunny here roughly 300 days per year(not necessarily a good thing, it's boring this way).

Near 70 yesterday now have a few inches of snow of the ground. Local weather man had to look back to the 1800s to find a similar weather pattern.
Also, hurricanes.
