Metal bending was established by Toph in Season 2 Episode 19, "The Guru". Toph is abducted by Xin Fu & Master Yu and trapped in a metal casket. While in transport she is constantly punching the metal walls and feeling parts of earth through the vibrations to where she learns how to bend it to help her escape. You can see more metal bending in the last episodes of season 3.
So when you see her daughter Lin Bei Fong and the police of Republic City doing it, as well as the the tall statue of what we can presume to be Toph at the Republic City Police Headquarters, that more than likely Toph helped create that police force and taught them metal bending.
There is also a 3(?) part comic called "The Promise" that occurs between the original series and Korra, that shows a little bit of Toph's Metalbending dojo. I think only the first part is out at the moment, with the second coming out later this year. IIRC, the second part will go more in depth on the Metalbending.
The show is ok. I'm a little worried that the pacing of the show is off due to it's limited episode count. We got a lot of exposition in the first two episodes.
Bloodbending would be my specialty if I were a Bender. Now that I think about it, Airbending is the only bending without a super strong form. Waterbending has Bloodbending, Earthbending has Metalbending, and Firebending has Lighting.

I have a feeling that there will be room for that to change. Aang had already mastered airbending, and he was the last airbender, so there wasn't room for him to discover that. I bet there will be one in Korra.

Not true, if you can Airbend, you can also create a vacuum.

Also, doesn't the fifth, energybending, also not have an extra strong form that's been shown? I can't say for sure, but that's the impression I get from the wiki.
He broke out of the coffin using earth/rocks to hit the coffin on the outside to make it weak enough for him to break out. He stayed in the coffin in order to make sure nothing bad happened to the citizens of Omashu. (Season 3, episode 59, Sozin's Comment Part II - Old Masters)
There was no actual metal bending indicated. He also used a boulder/rock/earth to push the coffin back up the stone ramps. (Season 2, episode 23, Return to Omashu)
Bumi was one of the best earth benders from that time period. It was mentioned in the show that he was still able to bend in the cage because he was partially exposed (his head). When he broke free, he used the earth around him as well as his own mass physical strength (how is a guy that old so buff?) to smash open the cage. At no point did he actually preform metal bending.
I remember that he used earth bending to move the coffin up and down the chute system but I'm blanking on how he escaped the coffin. If he did metal bend that was the only time I believe he did so. And since we don't know when he attained these skills we only have the episode order we were given to go by as to who was "first" which shows Toph escaping her cage while Boomi is still encased. She goes on to show a true mastery (flowing use of metal in myriad ways) while Boomi focuses only on massive earth bending abilities. How much easier would the final battle for Ba Sing Seh be if Boomi could manipulate the flame tanks directly rather than creating a tank tower?
I would imagine that Airbenders would make excellent snipers, since they would be able to guide their arrows with intense precision and/or flexibility.
Come to think of it, with Airbending, you should be able to launch projectiles at high speeds.
Makes sense. According to the Airbending article on the wiki, there are techniques that can hurl boulders around, I've no trouble believing that the same technique could hurl a smaller projectile at ludicrous speeds.
There might be an upper limit on that; the smaller something is, the less surface area you can bring wind against.

True, but I'd suppose if the earth benders were not so non-violent, then they probably would have come up with some sort of shaped projectile that catches the wind more easily.
It would be cool if this time they'd have the Avatar combine different Airbending skills and create unique attacks. Air + Fire = Massive fireballs, Earth + Water = Turn ground into mud then suck people down, Air + Earth = Sandstorm type attack and of course Earth + Water + Fire = Instant pottery attack.
The Legend of Korra is wickedly awesome (since I've just seen the first two episodes today) and I think Konietzko and DiMartino have done a fantastic job introducing the world of Republic City and the hints of what might be a great plot.
As for the bending debate concerning what the sub-bending ability might be, why not cloudbending; or would that fall under waterbending?

Logically, cloud bending would probably fall under water bending. However it would probably take a master to be able to keep the cloud gaseous, at least in appearance.

Apparently, Waterbenders CAN do it without working alongside an Airbender, and vice versa.

There's a question I'm interested in the answer to. Vacuum bending is a curious idea...and would probably be really useful in cleaning. :P
