I really like Shikijika, shame it has so many weaknesses (it's a Normal/Grass type, so it's weak to Bug, Fighting, Fire, Flying, Ice, and Poison). Of course, it's ability is Chlorophyll, so it might be like Sneasel/Weaville in that it moves so freaking fast that it's weaknesses don't matter.

Wine steward, waiter, seen both. The one argument I've seen against him using Electric type is that his design doesn't appear to have any relation to the military.

The HMs are the way they are so that you can't get permanently stuck in certain parts of the game. What they should do is allow a pokemon to learn an HM that can only be used outside of battle to overcome obstacles, instead of forcing them to be indefinitely stuck with a shitty move in their pool for most of the game.

What they should do is make it so HMs do not take up a move slot. It doesn't matter how they do it, that's the only change they have to make.
They could do it where HMs are actually machines, like a flying bicycle or whatever, and you don't need to involve the Pokemon at all. They could make it so you just equip the HM to the Pokemon, and it gains the ability, but it only matters when you are on the map, and doesn't take up an actual action slot during battles. There are a zillion ways they could do it, just don't make it use an action slot in combat. At the bare minimum, make it optional. "Yes, I would like this Pokemon to gain the ability to surf in battle, no I would only like to surf on the map screen."

I've always thought that there should be other moves that work like HM's, like Slash (which should work like Cut) and some Fighting type moves could work like Strength and Rock Smash.

I usually just refer to it as Bacon, but I like Pignite as well.
I think the real solution to TMs/HMs is to get rid of the difference, and just make certain techniques taught by TM only capable of being taught by TM and usable in battle outside. Also, make it so that they can be gotten rid of by a move deleter. Then, you play through the game's story using things like Surf and Strength to get through, then once you're done with that, you delete any moves you don't want and start actually training your real team for competition, if that's what you like doing.

The problem is that you still want to travel all around the map even after you've beaten the game. If you delete Fly and Surf, that is going to be kind of hard.

At this point, you make a T.M. slave out of a legendary or Pokemon you don't care about, fly to where you need, then switch them out. If you need to surf, you can switch one of your Pokemon you want to train out, and rotate the Pokemon you're training.
